The system in one paragraph

Texas funds local government through property taxes instead of a state income tax. Your bill is the county appraisal district's assessed value multiplied by the sum of your local rates — county, city, school district, and any special districts (MUDs and PIDs included). On this corridor that stack varies street by street: which city, which of five school districts, and whether a special district applies. Two similar houses a mile apart can carry meaningfully different effective rates — which is why "what's the total tax rate on this exact lot, in writing" appears throughout this site.

The three verbs every owner learns

Exempt: the homestead exemption reduces the taxable value of your primary residence and caps annual assessed-value growth — file it; it's free and it compounds. Protest: assessed values can be protested annually with comparable evidence; it's a normal civic ritual here, not an act of aggression. Escrow: most lenders collect taxes monthly into escrow, so rate changes and value changes flow into your payment at annual escrow analysis — the mechanism behind "my payment went up on a fixed-rate loan."
